
Meet Phil
My name is Phil Folyer, and I have proudly called Liberty Lake home since 1999. For the past 22 years, I have owned and operated a local business, providing me with firsthand experience in leadership, budgeting, and community engagement. Beyond the business world, I’ve committed my adult life to public service and leadership across a variety of sectors.
I served 21 years in the Army National Guard, where I gained invaluable experience in discipline, leadership, and teamwork. I've also been honored to serve in various civic roles, including on the Liberty Lake Planning Commission, the Spokane County Civil Service Commission, and most recently, the Liberty Lake City Council, where I served as Mayor Pro-Tem in 2022 and 2023.
In addition to public office, I’ve been involved in industry leadership. I served twice as President of the Spokane Home Builders Association and represented builders across the state through the Building Industry Association of Washington for six years. One of the efforts I’m most proud of was building and selling a home and a custom playhouse, with 100% of proceeds going to the Children’s Miracle Network and the West Central Community Center, respectively.
I’m married, a father of five grown children, and a grandfather to five. In my free time, I enjoy boating during the summer and taking a short winter break in a warmer climate. I’m committed to my responsibilities and always come prepared to serve with integrity, purpose, and a drive for results.
